I looked into some images of this, and it looks to be a striking error. Which would Raise the value.

Yes, it looks like a minting error. I believe it is called a *brockage* where the previous coin is not fully ejected and gets stuck between the die and the new coin. But usually you see the whole reverse pattern, not just the pattern around the rim. I can't tell from the photos (not big enough), but I assume the 'see-through' lettering is fully indented into the coin metal. If so, it is a minting error that would probably add $10 US dollars (or so) to the coin's value.
