inline 1866 III cent nickel strike error?

At first i thought this coin mearly had a stab wound. But looking at it closer the metal is raised around the hole. Thought it might be a strike error. And if so does add or detract from value. Would love to have apprasal. Thank you. The abnormality is right by the "of".
